The Bridged Citadel
Perched where the River Duskveil widens into a deep sapphire lake, Valemere is both fortress and city — a marvel of architecture that unites two shores beneath a single banner. Known as The Bridged Citadel, Valemere serves as the western anchor of The Aetherward, guarding the Dominion's northern passageways and controlling all movement between the southern plains and the shadowed forests beyond.
Built upon twin foundations of stone and magic, the great bridge of Valemere is said to have stood since the final years of the Aeonic Empire. Its seven towers rise directly from the river's surface, their foundations sunk into bedrock laid down in the Aeonic Age, connected by arching causeways that glow with faint runic light at night.
Strategic Relevance
Valemere controls a critical junction in the Dominion's infrastructure. As part of The Aetherward, the city guards northern passages and regulates all trade flowing between the southern heartlands and the northern territories. The twin bridges enable commerce, military movement, and communication across the Duskveil River — a waterway that would otherwise require dangerous detours or expensive ferry systems.
For these reasons, Valemere remains indispensable to the King of Aetherion. So long as House Darkwater preserves the flow of trade, maintains the bridges, and ensures the city remains orderly, no rival power can challenge their rule. The city's value lies not in armies or agriculture, but in its position: the bridge that holds the Dominion together.
Geography & Structure
The Upper City
The city's upper tier houses the military garrisons, mage sentinels, and the High Gate — the sole passage through which caravans and travelers may enter the Dominion from the north. This is where House Darkwater's citadel stands, where the legitimate government operates, and where respectable commerce thrives. The Starfall Bazaar, the Dominion's premier academic marketplace, occupies the shopping district of the upper city.
The Lower City
Beneath the towers lies the Blackwater Exchange, a bustling network of markets, foundries, and canals where merchants from across the kingdom trade. Here, gold and secrets flow with equal weight. Merchants, smugglers, and spellwrights haggle beneath lanterns that shimmer on black water; contraband Aetherite, forged runes, and forbidden artifacts pass hands under the watchful gaze of masked brokers.
The Tunnelway
Running beneath the citadel itself is the Tunnelway, a vast passage allowing caravans to cross from one bridge to the other without entering the city proper. This engineering marvel enables efficient trade flow while maintaining security and toll collection at designated checkpoints.
The River Duskveil
The river flows deep and swift through Valemere, its waters appearing almost black in shadow but sapphire in sunlight. The seven bridge towers rise directly from the riverbed, their foundations anchored in ancient stone. Despite its beauty, Valemere remains a fortress at heart — every cobblestone and parapet etched with wards against siege and shadow.
The Ledger Throne
House Darkwater
Lord Cassius Darkwater serves as the appointed highborn ruler of Valemere, answering directly to the King of Aetherion. House Darkwater has held this position for generations, maintaining the delicate balance between legitimate governance and the necessary corruptions that keep the city functional.
House Motto: "Through Shadow, We Stand"
The motto acknowledges the moral complexity of ruling Valemere - a city where shadow and light must coexist for the Dominion to thrive.
The Three Powers
While Lord Cassius Darkwater holds the title, true power in Valemere rests with three officials who control the city's economic arteries:
Merrick Silverquill - Master of Coin
Controls taxation, tariffs, and financial policy; manages the flow of legitimate and less-than-legitimate revenue.
Thalia Tidemark - Harbormaster
Controls all shipping and dock operations; her word determines which ships dock and which are turned away.
Lysander Calloway - Bridgewarden
Commands the guards who patrol the bridges and upper city; maintains order above while deliberately ignoring what happens below.
Every month, a sealed chest marked only with a silver bridge is delivered to the Citadel. Lord Darkwater allows certain trade to continue as long as the city remains orderly and the Dominion receives its expected taxes. The king is satisfied, the officials profit, and the shadows operate freely. It is a balance built on silence and gold.
The Undertow
Beneath the bridges of Valemere operates a shadow economy known as the Undertow: a criminal consortium that moves contraband, relics, and forbidden goods through intricate networks of tunnels and contacts. Publicly dismissed as rumor by House Darkwater, the Undertow nevertheless functions as a silent empire, dealing in veilwater, dreamdust, Aeonic artifacts, and smuggled Federation technology.
Led by a mysterious figure known only as "The Tide", the organization maintains its power through a doctrine of absolute debt.
The Starfall Bazaar
Where the upper city meets the residential quarters lies the Starfall Bazaar, an enchanted marketplace serving as the Dominion's primary shopping district for students preparing to attend the Arcanum of Aetherion. The entire street is covered by a permanent sky enchantment: the heavens above appear as an eternal twilight filled with brilliant stars and frequent shooting meteors, while the cobblestones below are embedded with tiny Aetherite fragments that twinkle underfoot. The air always carries the faint scent of ozone and cinnamon: the smell of active magic.
The Gate Plaza
At the heart of the Starfall Bazaar stands the Gate Plaza, a vast courtyard centered around the Translocation Gate to the Arcanum. Two massive stone pillars, thirty feet tall and covered in ancient runes, are crowned with ornate platinum and gold capitals bearing the stylized "A" of the Arcanum.
At precisely 8:00pm on the evening students depart for the academy, the space between the pillars activates, revealing a shimmering window to the Arcanum itself — visible in the distance across moonlit hills, its towers glowing against the night sky. The plaza features the Starfall Fountain (water flowing upward in defiance of gravity), moonvine-covered balconies, and gathering spaces where families bid farewell to students beginning their magical education.

Culture & Customs
The Bridgefair Festival
Each summer, Valemere hosts the Bridgefair, commemorating the completion of the twin bridges that made the city's prosperity possible. For seven days, the upper terraces overflow with markets, competitions, and river regattas illuminated by floating lanterns. Artisans display new inventions, and bridge-runners compete in daring races across the arches above the Duskveil. The festival marks the height of trade season and draws visitors from across the Dominion.
The Gate Opening Ceremony
On the evening students depart for the Arcanum, the city gathers in the Gate Plaza to witness the activation of the Translocation Gate. Families send their children to study, merchants finalize shipments, and nobles watch from balconies as the ancient pillars ignite with white-blue light. The event marks both an end and a beginning — the close of summer and the start of new adventures.
Summary
Valemere endures as both symbol and machine — a city built on discipline, commerce, and compromise. Its bridges bind the Dominion together not through loyalty, but through necessity.
